Can I add insulation?

Do I need planning permission?

In many cases a building of this size will fall within Permitted Development rights for residential properties in England and Wales, provided it is used as an ancillary garden building, is sited within the curtilage of a dwelling house, and does not cover more than 50% of the garden area. What does the natural untreated finish mean?
